Yuri Trutnev: the Government will continue to support investors implementing projects in the Far East

On March 16, Vice-Prime Minister of the Russian Federation – Presidential Plenipotentiary Envoy Yuri Trutnev had a meeting with the investors of the Zabaikalsk Territory in Chita.

Yuri Trutnev’s opening remarks: “Despite the attempts of some countries to bring the development of Russia to rest, the Far East is developing rather intensively and demonstrates the high development indicators. Last year over 700 billion rubles were invested in the Far East and 140 enterprises were built. We continue to encourage investments across the entire Far Eastern Federal District, including Transbaikalia.”

As the Vice-Prime Minister reminded, 47 investment projects are implemented in the Zabaikalsk Territory with the use of the measures of state support. The amount of the contracted investments will exceed 316 billion rubles, of which 143 billion have already been invested. Once these projects have been commissioned, more than 13 thousand new jobs will be created.


The meeting also discussed the progress of the first grain railway terminal Zabaikalsk-Manchuria. The Grain Terminal Zabaikalsk is the world’s first specialized full-cycle land grain terminal – from the development of the terms of reference and design documents to the equipment, which allows for not only high performance (up to 1200 t/h), separate storage and transshipment, but also the highest standards of traceability, biological safety and product quality management. This project is the first and key element of the New Land Grain Corridor project supported by Russian President Vladimir Putin and Chinese President Xi Jinping in 2016. The project operator is Grain Terminal Zabaikalsk LLC (member of the New Land Grain Corridor GC).

The Terminal commissioning took place during the official opening ceremony for the new enterprises of the Far East and the Arctic with the participation of Russian President Vladimir Putin during the Eastern Economic Forum in September 2022. The one-time storage capacity of the terminal is up to 80 thousand tons with the designed transshipment capacity of up to 8 million tons of grain, grain legumes and oilseeds per year (134 thousand rail cars). The total investments in this project amount to 9.5 billion rubles. The terminal is at its final stage of gaining accreditation, licensing and being opened for regular railway traffic in accordance with the regulations.

“The Grain Terminal Zabaikalsk is the largest high-tech facility in the Territory with the implemented international standards of traceability, biological safety and product quality management. The company has already gained accreditation of the competent Chinese authorities for grain transshipment to China. The Grain Terminal Zabaikalsk is the first and key element of the large-scale New Land Grain Corridor project, which will not only contribute to the trade turnover between Russia and China and the advanced social and economic development of the Far East, but will also enable the Far East to become a driving force behind the development of Siberia and Ural. The total capital investments under the New Land Grain Corridor investment program will amount to over 500 billion rubles”, informed CEO of Grain Terminal Zabaikalsk LLC Karen Ovsepian.

The New Land Grain Corridor Group of Companies (NLGC GC) is an export-oriented holding structure implementing in Ural, Siberia and the Far East a project on the creation and development of the infrastructure for export of grains, grain legumes and oilseeds to China, Central Asia and the Middle East.

The Grain Terminal Zabaikalsk (GTZ) is a member of the NLGC GC. The GTZ is the world’s first and the today’s Russian most high-capacity specialized grain railway terminal Zabaikalsk-Manchuria with the transshipment capacity of up to 8 million tons a year. Its one-time storage capacity is 80 thousand tons and the total investments in this project amount to 9.5 billion rubles.

The Production-Export Company FET is a member of the New Land Grain Corridor GC. It is an operator and organizer of the contract farming and grain elevators infrastructure, as well as an owner of the export contracts.
